GACC Decree 280 is an important 2026 update for buyers reviewing overseas food-establishment registration for China. It also creates a practical reason to revisit older supplier checklists. A document referring only to the former rules may no longer explain the applicable process for a new order.

Know which rule changed

GACC Decree 280 took effect on 1 June 2026 and replaced Decree 248. The official GACC service guide provides the regulatory text and scope. Buyers should use the current framework when assessing a supplier’s registration explanation.

The change does not mean that every fruit transaction follows an identical registration path. Product classification and the type of establishment remain central to the assessment. Begin with a factual description of what the supplier produces, processes or stores.

Separate fresh produce from processed-food registration questions

Article 30 of the published provisions states that registration management for overseas producers of primary edible agricultural products is to be separately formulated by GACC. The practical implication is to verify the appropriate commodity protocol and approval route rather than assuming CIFER alone answers every fresh-fruit access question.

For processed fruit, describe whether the offer is dried, frozen, pureed or formulated with other ingredients. Have the importer determine the applicable food category and registration obligations for that exact product. Do not infer a category from the English product name alone.

Check the official recommendation requirement

Singapore Food Agency’s summary of the Decree 280 changes explains that the official-recommendation catalogue now has 17 categories and includes dried fruits. This is a category check, not a statement that every form of fruit requires the same procedure.

Ask the supplier which category applies and what evidence supports that conclusion. If a competent authority recommendation is needed, identify the responsible authority and the establishment covered. The buyer should be able to connect the offered product with the recorded scope.

Verify the establishment behind the number

Check the establishment name, address, product scope and status through the applicable official records. Confirm whether the exporter is the producer or a trading business sourcing from another facility. Keep those roles visible in the order and supporting documents.

The SFA summary identifies CIFER as the official registration channel. Avoid treating a third-party certificate graphic or an agent’s marketing page as a substitute for the relevant official record.

Turn the review into an order control

Add a registration review field to the supplier-approval sheet. Record the product form, establishment, applicable framework, supporting record and review date. Ask who will notify the buyer if a status changes before loading.

Where uncertainty remains, resolve it with the importer and relevant authority before commercial commitments depend on the answer. A reliable process is one that staff can explain and reproduce, not one that rests on a screenshot without context.

Frequently asked questions

Does an automatic-renewal provision remove the need to check status?

No. Buyers still need the current status and applicable scope for the intended order. Do not assume that an old approval remains sufficient without checking the relevant records.

Should all references to Decree 248 be deleted from historical files?

Keep historical records intact, but use current requirements for new decisions. Mark an old checklist as superseded so staff do not mistake it for the current purchasing instruction.
